DHS Small Talks Campaign Resources: Starting the Conversation on Underage Drinking: It may be difficult to discuss underage drinking with your child. Here are some resources to help start that conversation:
Start the Talk: This app features an interactive simulation that helps parents start conversations about alcohol, learn questions to ask their children, and gives ideas to keep the conversation going.

Alcohol and Tobacco Retailer Resources

Licensed bartenders and anyone who sells tobacco products are required to obtain state approved training:
WITobaccoCheck.org meets the state requirement for employee training regarding Wisconsin's tobacco sales laws. Every business that has a tobacco license is required to provide this training to every employee who sells tobacco products. Employers must keep the certificate on premise for each employee.
All licensed bartenders are required to complete Alcohol server/seller training certified by the state of Wisconsin. We encourage businesses to train each employee who sells alcohol, whether or not they are a licensed bartender.

The Eau Claire Police Department and Health Department partner to train alcohol and tobacco retailers to help community businesses achieve zero underage sales of alcohol and tobacco.

How to deny sales.
All Eau Claire County alcohol and tobacco retailers/staff are invited to attend these free trainings.
Retailer Training is held in April, August, and October. Complete this form to receive notifications of the dates/times for upcoming trainings.

Cannabis

In multiple US states, cannabis (also called marijuana), has been decriminalized for medicinal and recreational (non-medical) use but remains illegal under federal law. In 2018, the Eau Claire City Council reduced the forfeiture imposed for a marijuana ordinance violation to $1 plus costs. The Eau Claire County Board amended their code in 2021 to be consistent with the City of Eau Claire, making a forfeiture for the possession of marijuana $1 county-wide. This creates consistency throughout Eau Claire County for enforcement of the ordinance violation.
Eau Claire County Sharps Disposal

Sharps should always be disposed of properly to reduce the risk of needle sticks, cuts, and punctures. Improperly disposed of sharps puts emergency responders, community members, and pets at risk for an injury and the spread of infections.
Keep our community safe. DO NOT throw sharps in the trash, recycling, or flush down the toilet.
Examples of sharps include: needles, syringes, lancets, infusion sets, connection needles/sets, and auto injectors.
Sharps container may be available from your doctor, pharmacist, hospital, health insurance, medication supplier, or online.

In Eau Claire County, community members can dispose of sharps in approved containers at the pharmacies listed below and at Vivent Health.

Sharps disposal boxes are available for use by Eau Claire County residents. Loose sharps or a small container are accepted. The sharps drop box opening is about 4 inches by 13.5 inches and can accept some containers. A laundry detergent bottle will not fit.
Businesses that use sharps as part of their operations (dental office, veterinary services, body art, healthcare, and others) are required to dispose of sharps based on their local, state, and federal regulations. Businesses may not use community sharps disposal boxes.
As of December 2, 2024, sharps disposal boxes are installed at the locations below except at the Fairchild Community Center. This box will be installed soon.

Harm Reduction Vending Machine
The Eau Claire City-County Health Department and the Eau Claire County Sheriff’s Office maintain a vending machine that distributes FREE Narcan nasal spray and fentanyl test strip kits to the public year-round, 24 hours a day. Also included are instructions and training on how to use both tools available in English, Hmong, and Spanish.The vending machine is located in the lobby of the Eau Claire County Jail, 710 2nd Ave., Eau Claire.
Between 8 am -4:30 pm daily, enter the lobby (through door J1N)
Between 4:30 pm - 8 am, enter the first set of doors and press the button to the left to be buzzed in by a dispatcher.

Prescription Drug Misuse & Safe Medication Disposal

Twice each year, in the spring and fall, Prescription Drug Take-Back events are hosted by the Wisconsin Department of Justice (DOJ) and the Drug Enforcement Administration (DEA) and are coordinated locally.
Community members are invited to drop off expired, unused, or unwanted medications (and they don’t need to only be prescriptions! Over-the-counter medications welcome too). Dropping medications off is anonymous and quick!

Tobacco 21 | FDA
On December 20, 2019, legislation amending the Federal Food, Drug, and Cosmetic Act, and raising the federal minimum age for sale of tobacco products from 18 to 21 years was signed into law. The new federal minimum age of sales applies to all retail establishments and persons with no exceptions.

What are the cards? Connect with Me Conversation cards can help you start tough conversations with youth around important issues like mental health, healthy relationships, substance misuse, and nutrition/physical activity.
What do the cards include? The conversation cards include 166 questions in 12 categories. Categories include icebreakers, building connections, taking action, technology, relationships, development, body image, mental health, substance misuse, growing up, tough stuff, nutrition, and physical activity.
Who are the cards for? Cards are intended for parents, guardians, coaches, faith leaders, mentors, and other adults to use these cards to share values, promote trust, and create resilience in youth. Although the questions were created for youth around middle school age and older, they can be adapted for younger ages.

Healthy Relationships Toolkit: Strong and healthy relationships are empowering, supportive, and comforting. This toolkit assembles resources for teens and adults to consult when exploring, teaching, or talking about healthy relationship behaviors. This toolkit includes:
